Buyer Guide
Practical information for
MDF purchasing decisions.
MDF manufacturer · Wen'an, Hebei, China
Formaldehyde compliance is a product- and market-specific purchasing requirement. Xinyao's CIT Corporation Certificate of Conformance identifies a defined thin MDF product scope under CARB ATCM Phase 2 and EPA TSCA Title VI. Buyers should match the certificate to the actual panel and shipment documentation rather than treating a certificate as a blanket claim for every MDF product or downstream component.
What the Xinyao certificate identifies
Certificate CIT-202619, certificate number CARB/EPA-202619-26V1, names Wen'an Xinyao Wood Industry Co., Ltd. and its production line in Zhaojiaying Village, Tanli Town, Wen'an County, Langfang City, Hebei Province, China. The stated product scope is tMDF from 0.8–6 mm, made with urea-formaldehyde resin and supplied unfaced.
The certificate states conformity with CARB ATCM Phase 2 under Sections 93120–93120.12 and EPA TSCA Title VI under 40 CFR Part 770. It records an initial certification and issue date of September 21, 2026, and a validity date through September 20, 2027. Buyers should verify the certificate's current status and applicable scope at the time of order because certification status and dates can change.
The certificate names CIT Corporation as the third-party certifier and states its CARB approval and EPA recognition. This article reports the information printed on the supplied certificate; buyers can independently confirm the certifier and mill status with the relevant authorities and certifier.
Match the certificate to the panel being purchased
Before confirming an order, compare the panel description in the certificate with the purchase specification: thin MDF/tMDF, the stated 0.8–6 mm thickness range, urea-formaldehyde resin and unfaced board. If a product is laminated, coated, overlaid or converted into a finished component, ask whether that changed product is covered and what additional compliance documents apply. Do not assume that the raw-panel certificate automatically covers a different product construction.
EPA guidance describes panel labelling and recordkeeping requirements. For US imports, the importer should confirm current obligations with its compliance professional and obtain the required shipment-specific supplier statements and traceability records. The certificate itself is not a substitute for checking the order's panel labels, lot identification and import records.
Confirm the mill and product description against the current certificate.
Confirm thickness, resin type and unfaced condition against the purchase order.
Check certificate validity and the certifier's current recognition or approval status.
Agree panel or bundle identification, lot traceability and shipment documents before dispatch.
Ask separately about any laminated, coated or downstream finished product.
A separate E₀ test report is not the CARB/EPA certificate
The supplied SJT report SJT-20260908002G is a separate commissioned laboratory test for a sample identified as medium-density fibreboard, 500 × 500 × 0.8 mm, with two pieces tested. It reports a formaldehyde result of 0.041 mg/m³ at 166 hours and states that the sample meets the E₀ limit under GB/T 39600-2021, using the method cited in that report.
That result relates to the sample and Chinese standard named in the report. It is not the CARB Phase 2 or EPA TSCA Title VI certificate, does not establish that every production batch has the same result, and should not be described as a shipment-specific US compliance result. For each order, agree the required market standard, product identity, lot records and any additional testing or documentation with the supplier and importer.
What buyers should include in an inquiry
A precise request helps the manufacturer check product scope and prepare the right documentation. Identify the destination market and intended use, then include the product details and records that need to accompany the shipment.
Destination market and required formaldehyde regulation or standard
Nominal thickness, dimensions and whether the board is raw/unfaced or surface-treated
Requested resin or product construction, where specified
Order quantity, production lot and traceability requirements
Required label, certificate, supplier declaration and import records
Any further testing or documentation requested by the buyer or importer
Frequently asked questions
What product scope is stated on Xinyao's CARB/EPA certificate?
The supplied certificate identifies unfaced tMDF from 0.8–6 mm made with urea-formaldehyde resin at the named production line. Buyers should match their order and current certificate to that scope.
Is the SJT E₀ sample report the same as CARB Phase 2 or TSCA Title VI certification?
No. It is a separate sample test under GB/T 39600-2021 E₀ classification, with a reported result for the tested sample only.
Does the certificate cover every MDF finish and downstream product?
The certificate states a specific unfaced thin MDF scope. Confirm separately whether any surface-treated panel or finished product is covered.
